The one eyeliner I swear by is Rimmel London Exaggerate Eye Definer.
This little cosmetic gem can be found at Wal-Mart for around $4. It is waterproof and smudge-resistant. Glides on smoothly with a fine line. It is the only eyeliner I will wear, because it is cheap and wonderful. Retractable fine tip, and has a built-in smudger for the ultimate smokey eye effect. Go try it! xo, Kathleen
